Philip Frayne, Minister Counselor for Public Affairs
Philip Frayne has been a Foreign Service Officer for 27 years, serving in Calcutta, Cairo, Sana’a, Casablanca, Colombo, Ammanand Baghdad. He returned to Washington, DC in 2010 to become Director of the Public Diplomacy office in the Bureau of Near Eastern Affairs at the State Department. He subsequently worked as the Director of the Office of Human Rights and Humanitarian Affairs in the State Department’s Bureau of International Organizations until 2014.
He holds a B.A. from Columbia University and an MA. from Johns Hopkins University.
